If Wade leaves Miami and heads to Chicago, it want be about winning a title.
For most of this 2009-2010 season, the talks have been about Wade needing help. Apparently, somewhere along the line the Miami Heat became the "Dwyane Heat" or "Miami Wade". Whatever the case, people seem to want to see him anywhere but Miami. They have had him going to places such as New Jersey, New York, Houston and Chicago. Out of those 4, Chicago is the only team currently with a better record than the Heat(by just a hair). Add to the fact that Chicago is his hometown, has a young star in Derrick Rose and is the place where his BASKETBALL HERO played ball.
However, the Bulls are not in any greater shape to compete for a title than the Heat... yeah I said it. Walk with me for a bit and allow me to lend my theory.
Cap space and returning players next season...
The Bulls have about 34 million committed to 5 players next season(Deng-12, Hinrich-9, Rose-6, Noah-3, Johnson-2 and Gibson-1). In contrast, the Heat has about 8 million tied up in 3 players(Beasley-5, Cook-2 and Chalmers-1).
Being that the cap will be around 56 to 58 million next season... that leaves the Bulls with around 22 to 24 Million to build a team for Wade(Keep in mind that they will have to give Wade 18 to 19 million of that... leaving them with as much as 5 million to fill 8 to 9 roster spots). The Heat on the other hand can be slick about it's business by signing Wade last(because of the soft cap and bird right policy the NBA allows). They can take muck of the 44 to 48 million to sign some good talent to fill out it's roster. Keep in mind that they will need to fill about 10 to 11 roster spots. They could resign Jermaine O'Neal(around 9 million) or take a chance on Yao Ming who'll be a free agent. They could also go after a SF like Joe Johnson(15 to 17 million, wouldn't offer more than that). Josh Howard(around 7 or 8 million). Whatever the Heat does, they need to make sure they get A LOT of good piece. I'd rather 8 really good parts than just two great ones.
Playing alongside Rose, instead of Beasley...
Last nights game against the Hawks proved why Riley didn't move Beasley. Wade is a slashing player, who attacks the rim. He needs to be surrounded with SHOOTERS. It's why he wants Bosh instead of Amare(for the record, Wade never pushed for Amare coming at the expense of Beasley... not once. The deal was to involve J.O.) Derrick Rose is the same kind of player as Wade, as far as style of play is concerned. There is little benefit in Wade teaming up with him. Wade needs the ball to be at his best, as does Rose. Beasley on the other hand is the perfect compliment to Wade's skill set. Beasley can take over a game and he can feed off of Wade because he is already a better jump shooter than Rose or Wade. He will also become a player who can be featured on the block once his body matures and strengthens.
In conclusion...
So if Wade leaves, it'll be for personal reasons. Reasons like being closer to his two sons or playing for the team he grew up cheering for. So if he does leave, let it be known to all... It want be about winning.

I agree. If Wade bolts for Chicago, it’ll be because it’s home and the dynamic backcourt mate he would have. It would be at least another year or two before they could be serious about making a Title Run. I also agree that the Heat are more in need of some good complementary players to play WITH Wade than landing one superstar and filling the roster with a bunch of guys who aren’t capable of taking the team to another level next season.

Waiting to sign Wade last......
It doesn’t work like that, otherwise every team would do that every year, and sign their own guy with the Bird Rights last, while using all of their cap space on other players.
For every guy on your team (Guys like O’Neal and Haslem) whose Bird Rights you own, would count against your cap space with a “roster cap hold”. That rule is in place specifically to avoid doing what you’d like them to do. In order to use up that space thats being “held” by your own Bird Rights players, the Heat would have to renounce their rights to free up space. (Thats why the Heat may go the sign and trade route with one of the free agents theyd like to sign)
So in summary, if you use all your cap space to sign free agents, and wait on signing Wade, the Heat would have to renounce Wade’s rights, and lose his Bird Rights.
